Why delivery metrics are not enough

If agile work is the capability to connect Work and Feedback fast and safely, then the obvious next question is: how do we know whether that connection actually works?

Most organizations already measure something. They measure cycle time, lead time, deployment frequency, utilization, velocity, throughput. These metrics describe how fast work moves forward. They are useful. But they all stop at roughly the same point: when work is delivered.

What they do not tell you is how long it takes until feedback from reality actually changes the next piece of work. A system can deliver quickly and still learn slowly. It can release often, collect feedback, and still keep doing the same thing for weeks or months. In such systems, feedback exists, but it has no teeth. It does not alter decisions. It does not change priorities. It does not shape the next iteration of work.

Feedback Response Time as an inquiry metric

Feedback Response Time is an attempt to make that blind spot discussable. It is not meant to be a control metric that drives targets, incentives, or performance decisions. Used that way, it would predictably be gamed and would quickly turn into a tool of control.

Instead, Feedback Response Time is an inquiry metric: a prompt for better questions. When it is high, the useful outcome is not “push harder” or “optimize harder”, but “what is happening in this system that makes acting on feedback expensive?” When it is low, the useful outcome is not “celebrate the number”, but “what capabilities make this loop safe and fast, and how do we protect them?”

In other words: the metric is not the story. Each instance of the loop is a story, and the metric is only a small illustration inside that story.

What Feedback Response Time tries to capture

Feedback Response Time is the time between feedback becoming visible and a change becoming live that is clearly a response to that feedback. The intention is simple: make it visible how long a system stays in a broken or outdated state after reality has provided information that something should change.

The clock starts when feedback first becomes visible in a way the team could, in principle, act on. That can be a production signal, a support case, a revenue effect, an observed behavior change, a failed assumption, or an incident that exposes a weakness. The clock stops when a change is live and effective in production that can be traced back to that feedback.

Feedback → Work → effective change in reality.

Construct validity: what counts as “feedback” and what counts as “response”

This is the hard part. A metric is only as meaningful as its construct validity: are we measuring what we think we are measuring, or merely producing a convenient number? “Real feedback” and “real change” are not universal objects. They depend on context, product, risk profile, and the kind of learning the team is doing.

That is why Feedback Response Time is not something you “install”. It has to be operationalized. For some teams, “feedback becomes visible” means an automated monitor detects a regression in production. For others, it might be the first credible support report. For a product team, it might be a clear signal in usage analytics, a drop in conversion, or a failed experiment outcome. The form differs, but the intent is the same: a signal from reality that challenges the current course.

Similarly, “response becomes live” is not “a ticket exists” and not “a plan was written”. It is a deployed change that has an observable effect in the system. In operational failure work, this maps naturally to incident response and remediation. In other kinds of feedback, it can be harder, because the response may involve reflection, analysis, or a second set of eyes—and sometimes that time is a feature, not a bug.

Feedback Response Time is therefore not a claim that “shorter is always better”. It is a way to see how long the system takes to turn feedback into consequences, while keeping changes safe.

A pragmatic way to measure it: start with proxies

In mature incident response, teams often capture multiple points in the timeline: event start, time to detection, recorded decision, work start, and time to resolution. Those timestamps exist because improving recovery requires making delays visible. In that world, Feedback Response Time is not a new idea. It is close to how teams already reason about time to detection, time to decision, and time to resolution.

Outside of incidents, several points are harder to capture, because the system does not force explicit decision records. In those cases, a “good enough” proxy is often the only practical starting point. Ticket creation can be a proxy for “decision recorded” not because it is philosophically correct, but because it is observable evidence that the system acknowledged the feedback. Likewise, the first reliable signal in monitoring or analytics can be a proxy for “feedback visible” even if the real-world event started earlier.

Using proxies introduces error. That is acceptable when the purpose is inquiry and diagnosis, not precise steering. The value comes from comparing the loop over time within the same system, using consistent definitions, and then asking why the delays exist.

Why this metric is uncomfortable

What happens between “feedback visible” and “change live” is the uncomfortable part. Decisions have to be made. Trade-offs have to be accepted. Architecture has to allow change. People need authority to act. Risk has to be manageable. Incentives matter. All the things organizations prefer to talk around instead of measuring show up here.

That is why Feedback Response Time is not a delivery metric. It is a learning metric. Low Feedback Response Time means feedback has consequences: the system notices something, decides, and adjusts before the signal goes stale. High Feedback Response Time means truth arrives early but action arrives late. In those systems, learning is slow not because feedback is missing, but because acting on it is expensive.

How it connects to the Diagnosis Matrix

Feedback Response Time connects directly to the Diagnosis Matrix. The matrix helps you see where the loop breaks: whether work is slow, feedback is slow, or both. Feedback Response Time adds a second view: how long the system stays broken after feedback becomes available.

A system can look “fast” by delivery metrics and still be slow at learning. That is the pattern Feedback Response Time is meant to expose. It also explains why many improvement initiatives disappoint: they speed up delivery while leaving the feedback-to-change path untouched. From the outside, things look faster. Inside the system, learning does not accelerate. Cost shifts instead of disappearing.

How to use it without turning it into a KPI

Feedback Response Time does not replace flow metrics. It complements them. Cycle time tells you how fast you move forward. Feedback Response Time tells you how fast you correct course. If you only measure the first, you will systematically overestimate how quickly your system learns.

The safest way to start is to collect a small set of concrete loop instances as stories. Pick a few examples where feedback clearly mattered and trace what happened from “first signal” to “live change”. For each story, ask what would have happened if you had acted sooner, what would have happened if you had waited longer, and what risks were being managed in between. Over time, patterns will show up: decision latency, unclear ownership, architectural friction, missing observability, or release constraints.

If the loop does not get shorter, stop pretending you improved agility. If it does get shorter, ask what capability made that possible and how to protect it.

That is the point of Feedback Response Time: not to produce a number that looks scientific, but to make learning delays visible enough that a system can change them.
